Every organization starts on Free. Limits are enforced, not decorative.

What counts as a review
A review or incremental job. describe, improve and ask jobs do not consume your quota. The count resets at the start of each calendar month (UTC).
What happens at the limit
- Repositories — activating one more is refused with a message naming the limit. Deactivating is always allowed, and already-active repos keep working.
- Reviews — new reviews pause until the month rolls over. Pull requests are still tracked; nothing breaks.
- Seats — pending invitations count against seats, so an invite can't overshoot. Revoke an invite or remove a member to free one.

Self-serve billing is not live yet. To move to Pro or Enterprise, contact us and we'll switch your organization over.
